Handover of the substructure between Dilling and Saastad, Moss, Norway

On February 13, 2026, the completed railway substructure for the approximately 2,6 km open-section stretch between Dilling and Saastad was formally handed over. This represents a significant part of the total 10 km of new double track between Sandbukta and Saastad.

Milestone in the dayzone works between Dilling and Saastad

On February 13, the completed railway substructure for the approximately 2,6 km open-section stretch between Dilling and Saastad in Moss, Norway was formally handed over. This represents a significant part of the total 10 km of new double track between Sandbukta and Saastad.

The substructure is the foundation of the railway track, ensuring stability, load-bearing capacity and long-term durability of the double track. MossIA’s scope of work has included ground improvement, earthworks, and preparatory works for railway technical installations such as cable ducts, overhead line masts and technical buildings.

The substructure comprises frost protection and reinforcement layers, consisting of carefully designed and compacted layers of crushed stone and ballast material. These layers ensure sufficient bearing capacity under demanding load conditions. The total thickness is approximately 2 meters, adapted to ground conditions and design loads. In the subsequent contract phase, the superstructure will be installed.

Continuous quality assurance, including control of compaction, levels and horizontal tolerances, has been essential to delivering a robust and durable railway asset.

The works included excavation, foundation works, material handling and backfilling. Transport have been key elements, along with the installation of drainage systems, cable ducts and technical infrastructure to ensure functionality and stability throughout the entire substructure.

Geotechnical investigations ensured that ground conditions are well understood and appropriately managed, which is critical to achieving a safe and stable railway alignment.

Health and safety have been a top priority throughout the project. We are pleased to report that there have been no serious incidents during construction of this section. Strong safety procedures, continuous training and a solid safety culture have ensured a safe working environment for everyone involved.

The handover confirms that we have delivered a complete and robust foundation for the Dayzone double-rail section between Dilling and Saastad. The work has been demanding, but the MossIA team has delivered, and today we are handing over a result we are proud of,” says Audun Aaland, project director at MossIA.

With this handover, Bane NOR can proceed with the installation of the superstructure and railway technical systems. In parallel, MossIA continues work on the remaining parts of the contract, which are expected to be completed during 2027.
